In order to maintain high levels of service, keep pace with the rising costs of water purchases and wastewater treatment and continue to focus on capital investments to the Town’s aging water and sewer system, the Town of Harrisburg’s FY2020 budget includes an increase to the water and sewer rates. There has not been an increase for Harrisburg water and sewer customers since July 2016. In that time, the City of Concord, which sells water to Harrisburg, and WSACC, which provides sewer treatment services, have each increased their rates by approximately 5% per year. During this time, the Town has continued to absorb these rate increases without passing them onto customers.
Beginning with the August 2019 bills, the water and sewer rates will be increased by 9.5% for all customers, including customers within and outside of Town limits, residential and commercial and flat sewer.
As an example, an inside residential customer normally billed for 5,000 gallons of use would see an increase in their monthly bill from $64.42 to $70.04. An outside residential customer billed the same usage would have their monthly bill increase from $92.12 to $100.33.
